JOINT MARITIME SCHOLARSHIP SCHEME (JMSS)
Sponsored by, Maritime and Port Authority of Singapore (MPA) and Employer
Synopsis
  • Under the JMSS, maritime-related business entities or organizations registered or incorporated in Singapore, can nominate their promising employees to attend postgraduate maritime programmes in local or foreign universities under the joint sponsorship of MPA and the employers.

Terms
  • Each scholarship is tenable for up to one year at a local university offering full-time maritime courses related to shipping/maritime/port management, shipping economics, ship finance, marine insurance, maritime law, ship/offshore structure design and construction, and marine engineering and offshore structure technology.
  • Applicants may apply to study at an overseas university if the programme of study is not available at a local university;
  • MPA will fund 60 % of the total cost of each scholarship subject to a maximum of $60,000. The remaining amount would be borne by the sponsoring company. The total cost of each scholarship will include tuition and other compulsory fees, return air passage (for overseas joint scholarships), maintenance allowance (for overseas joint scholarships), book allowance, warm clothing allowance (for overseas joint scholarships), and the scholar’s current gross monthly salary (up to a maximum of $3,000). All the allowances payable to the scholars would be in accordance with the Public Service Commission's (PSC) guidelines; and
  • Successful candidates will have to serve their sponsoring companies for three years (for overseas joint scholarships) or two years (local joint scholarships) on completion of the postgraduate courses. Should the company decide to release the candidate from his service period to the company, MPA reserves the right to take over the balance of the service period.
Eligibility

Candidates nominated for the JMSS must meet the following eligibility criteria:

  1. Be Singaporeans or Permanent Residents;
  2. Age 40 years or below;
  3. Sponsored by maritime-related entities or organizations registered and incorporated in Singapore;
  4. Possesses recognized university degrees or appropriate maritime professional qualifications (e.g. Class 1 Deck/Engineer Officer Certificate of Competency);
  5. Accepted / provisionally accepted by local or foreign universities for admission to postgraduate programmes related to shipping/maritime/port management, shipping economics, ship finance, marine insurance, maritime law, ship/offshore structure design and construction, and marine engineering and offshore structure technology;
  6. Must not be receiving any other forms of financial training assistance or scholarship administered by other government bodies e.g. MAS or WDA etc; and 
  7. JMSS applications must be submitted to the MCF Secretariat at least 8 - 12 weeks before the commencement of the programme. 

Note: Participants and business entities must strictly adhere to the eligibility criteria and terms of the scholarship.

 

Disbursement

Disbursement of the cost to be borne by MPA will be made in two equal installments to the sponsoring company. The first installment will be made to the sponsoring company within one month of the date of commencement of the course of study, and the second installment will be made to the sponsoring company within one month after the date of completion of the course of study.
