MARITIME ATTACHMENT PROGRAMME (MAP)

Synopsis

Under the Maritime Cluster Fund (MCF), MPA has introduced a Maritime Attachment Programme (MAP) to encourage the development of expertise in local employees of maritime-related business entities or organizations registered or incorporated in Singapore.

  • Maritime-related companies registered or incorporated in Singapore can nominate their promising local employees to be attached to the overseas offices of these companies as well as the overseas offices of related business associates of these companies.
  • The purpose is to enable local employees  to gain knowledge and experience in maritime business matters relating to :
    • ship management, marine insurance and financing, brokering and chartering
    • maritime law and arbitration,
    • port terminal management, planning and development
    • port economics, marketing and pricing
    • ship/offshore structure design and construction
    • marine engineering and offshore technology, and
    • seafaring
Terms
  • The MCF will co-fund 50% of the qualifying expenses, subject to a maximum of $50,000 per attachment, incurred in sending the participant to an overseas office for attachment training. The qualifying expenses refer to the participant’s return economy air fare and overseas maintenance allowance (using PSD guidelines);
  • The duration of the attachment training should be between 5 working days to 6 months; and
  • Trainees are required to serve their sponsoring company upon completion of the MAP as follow:

5 working days to <3 months        Minimum 6 months
3 to 6 months                              Bond period of 1 year

  • Sponsoring companies will be required to repay the cost incurred by MPA if the trainees break the bond.
Eligibility

Eligibility Criteria for Candidates

  1. Be Singaporeans or Permanent Residents;
  2. Age 45 years or below;
  3. Sponsored by maritime-related business entities registered or incorporated in Singapore; and
  4. Must not be receiving any other forms of financial assistance administered by other government bodies e.g. MAS or WDA etc. for the attachment programme.

 

Eligibilty Criteria for Training Attachment

  1. The attachment training must enable the applicants to gain knowledge and experience in maritime business matters relating to ship management, marine insurance and financing, brokering and chartering, maritime law and arbitration, port terminal management, planning and development, port economics, marketing and pricing, ship/offshore structure design and construction, and marine engineering and offshore technology;
  2. The attachment training should be in the form of on-the-job-attachments to the overseas offices of the nominating maritime-related companies, or to the overseas offices of related business associates of the companies; and
  3. The attachment training must only commence after an MAP application is approved by MPA. MAP application must be submitted to the MCF Secretariat at least one month before the commencement of the training. The trainee will be required to submit an evaluation report on the training received during the attachment training.

Note: Participants and business entities must strictly adhere to the eligibility criteria and terms stipulate above.

 

Disbursement
  • Disbursement of the cost to be borne by MPA will be on a reimbursement basis, upon completion of the attachment training and submission of the required supporting documents and invoices, and training evaluation report.
  • All required documents and the training evaluation report must be submitted to the MCF Secretariat within one month of the completion of the attachment training.
