The Maritime Attachment Programme (MAP) reimburses companies sponsoring an employee on an overseas training attachment.

Under the Maritime Attachment Programme (MAP), companies registered or incorporated in Singapore can nominate promising local employees for a training attachment at their overseas offices as well as the overseas offices of related business associates.

The programme is sponsored by the Maritime and Port Authority of Singapore (MPA) and maritime-related companies and aimed at encouraging manpower development within the maritime sector. Funds are disbursed from the MPA’s Maritime Cluster Fund (MCF).

Funding

Companies sponsoring an employee for an overseas attachment can receive reimbursement for 50% of the qualifying expenses incurred, subject to a maximum of S$50,000 per attachment. Qualifying expenses comprise the participant’s return economy airfare and an overseas maintenance allowance (based on Public Service Commission's (PSC) guidelines).

Duration of attachment

From 5 working days to 6 months.

Return of service

Upon completion of their MAP, participants will need to serve their sponsoring company for a period of time (service period) dependent on the duration of their attachment.

If participants fail to complete their service period, the sponsoring company will be obliged to repay the costs incurred by the Maritime and Port Authority (MPA).

Criteria for candidates

  • Singapore citizen or Singapore permanent resident.
  • 45 years of age or below.
  • Sponsoring company is a maritime-related entity registered or incorporated in Singapore.
  • Not receiving any other form of financial assistance from another government body for the same attachment programme.

Criteria for training programme

  • The attachment must enable the applicants to gain knowledge and experience in maritime business matters relating to the sectors covered under the Maritime Cluster Fund.
  • Training should be in the form of on-the-job-attachments to the overseas offices of the sponsoring companies or to the overseas offices of related business associates.
  • Training can only commence after the MAP application is approved.

Application procedure

Disbursement

  • Funding of the costs borne by the MPA is on a reimbursement basis, upon completion of the attachment training and submission of supporting documents.
  • Supporting documentation, invoices and the training evaluation report must be submitted within one month of completion of training.
