The Maritime Postgraduate Scholarship Scheme (MPS) jointly sponsors an employee to attend a full-time foreign maritime postgraduate course or full-time/part-time local maritime postgraduate course.

Under the Maritime Postgraduate Scholarship Scheme (MPS), companies registered or incorporated in Singapore can nominate promising employees to attend a full-time postgraduate course overseas or full-time/part-time postgraduate course locally relating to the sectors covered under the Maritime Cluster Fund.  MBA programmes with maritime specialisations may be considered.

The scheme is sponsored by the Maritime and Port Authority of Singapore (MPA) and maritime-related companies and is aimed at encouraging manpower development within the maritime sector. Funds are disbursed from the MPA’s Maritime Cluster Fund (MCF).

 

Criteria for candidates

  • Singapore citizen or Singapore permanent resident.
  • 40 years of age or below.
  • Attained a recognised university degree or appropriate maritime professional qualifications (eg. Class 1 Deck/Engineer Officer Certificate of Competency).
  • Accepted or provisionally accepted by a local or foreign university for admission to postgraduate courses relating to the sectors covered under the Maritime Cluster Fund.
  • Sponsoring company is a maritime-related entity registered or incorporated in Singapore.
  • Not receiving any other form of financial assistance or scholarship from another government body.

Overseas Postgraduate Course

Local Postgraduate Course

Each scholarship is tenable for up to one year at an overseas university offering full-time postgraduate maritime courses.  The choice of course of study should be one that is not available at a local university.

  • Tuition and other compulsory fees
  • Book allowance
  • Maintenance allowance
  • Return airfare
  • Scholar’s current gross monthly salary (up to a maximum of S$3,000).
  • All the allowances payable to the scholars will be in accordance with the Public Service Commission's (PSC) guidelines.


The MPA will fund 60% of the total cost of each scholarship, subject to a maximum of S$60,000.

The remaining amount will be borne by the sponsoring company.

Each scholarship is tenable for a maximum of three years from commencement of the programme at a university based in Singapore offering full-time or part-time postgraduate maritime course.

  • Scholar’s current gross monthly salary (up to a maximum of S$3,000) - For full-time postgraduate course.

The remaining amount will be borne by the sponsoring company.

Return of service

  • The sponsored employee must appoint two sureties. Together with an authorised representative from the sponsoring company, the sponsored employee and his two sureties will be required to sign a bond deed. See the procedures for signing the bond deed (doc)
  • Upon completion of their postgraduate course, scholars will need to serve their sponsoring company for a period of time (service period). Should the company decide to release the candidate from the service period, MPA reserves the right to take over the balance of the service period.

Application procedure

Disbursement

  • For full-time postgraduate course, funding of the costs borne by the MPA will be disbursed in two equal instalments to the sponsoring company. The first instalment will be made within one month of the commencement of the course.  The 2nd instalment will be made upon completion of the course of study.
  • For part-time postgraduate course, funding of the costs borne by the MPA will be made to the sponsoring company within six weeks after the completion of the course of study and on submission of all supporting documents.
  • The documentation must be submitted within six weeks of completion of study.
