The Overseas Trainer Attachment Programme (OTAP) reimburses companies that invite trainers from foreign offices to train their local staff.

Companies can invite foreign staff or trainers from their overseas offices as well as the overseas offices of related business associates to conduct training programmes in Singapore for local staff.

The programme is sponsored by the Maritime and Port Authority of Singapore (MPA) and maritime-related companies and aimed at developing manpower within the maritime sector. Funds are disbursed from MPA’s Maritime Cluster Fund (MCF).

Funding

Companies sponsoring an overseas trainer can receive reimbursement for 50% of the qualifying expenses incurred, subject to a maximum of S$17,000 per attachment. Qualifying expenses comprise the participant’s return economy airfare and subsistence allowance of up to S$200 a day, covering hotel accommodation and daily allowance.

Duration of attachment

From 5 working days to 6 months.

Criteria for sponsoring company

  • A maritime-related entity registered or incorporated in Singapore.
  • Not receiving any other form of financial training assistance from another government body for the same attachment programme.

Criteria for the training programme

  • The programme must enable the local staffs to gain knowledge and experience in maritime business matters relating to the sectors covered under the Maritime Cluster Fund.
  • Training must cover the operational, commercial and technical aspects of the maritime business that will enhance the interaction, practice and procedures between the Singapore and overseas offices of the sponsoring company.
  • Training should be a structured training programme, in the form of classroom-based teaching or on-the-job-training.
  • Training can only commence after the OTAP application is approved.

Application procedure

  • Download the Overseas Trainer Attachment Programme (OTAP) application form.
  • Applications must be submitted to the MCF Secretariat at least one month before the commencement of the training.
  • Upon completion of the training programme, the sponsoring company will be required to submit a post-training evaluation report in collaboration with the trainer.
  • Disbursement

  • Funding of the costs borne by the MPA is on a reimbursement basis, upon completion of the training programme and submission of required supporting documents.
  • Supporting documentation, invoices and the training evaluation report must be submitted within one month of completion of training.
