The Maritime and Port Authority of Singapore (MPA) will hold its second International Advisory Group Meeting from 1 to 2 Sep 98 at the Regent Singapore.
Chairing the meeting will be Professor Tommy Koh, Ambassador-at-Large and Executive Director of the Asia-Europe Foundation. He will also host a welcome dinner this evening.
At this annual meeting, members will discuss topical maritime concerns and trends, and the future of shipping and shipping-related industries. They will also attend roundtable discussions, briefings by key government agencies and hold discussions with Singapore's political leaders.
Highlights of the programme include courtesy calls on Prime Minister Goh Chok Tong and Minister for Communications, Mr Mah Bow Tan. The Minister for Finance, Dr Richard Hu and Mr Mah will be hosting lunch and dinner respectively on 1 Sep 98. The two-day meeting will conclude with a dinner hosted by Deputy Prime Minister, Dr Tony Tan.
The MPA established the International Advisory Group (IAG) in September last year, to advise the Authority on strategic plans to strengthen Singapore's position as a global hub port and premier international maritime centre.
The IAG comprises an exclusive group of key strategic thinkers and decision-makers who are well-known in the international maritime community. Members include prominent shipowners, port operators, marine insurers, intellectuals and officials from international maritime organisations.

MEMBERS ATTENDING MPA'S SECOND INTERNATIONAL ADVISORY GROUP MEETING AND THEIR BRIEF BIODATA
Mr Ronald Bergman
President, Baltic & International Maritime Council
Mr Bergman is the President of the Baltic & International Maritime Council (BIMCO). He has been a Board Member of BIMCO since 1993 and was elected President of BIMCO in June 1997. Founded in 1905 as The Baltic and White Sea Conference, the Baltic and International Maritime Council (BIMCO) is now the world's largest private shipping organisation with over 2,650 members world-wide in more than 100 countries.
Mr J N Dixit
Former Foreign Secretary of India
Mr Dixit joined the Indian Foreign Service in 1958. He was India's first Ambassador to Bangladesh after its liberation. During his diplomatic career, he also served as Deputy Chief of the Embassy in Tokyo and Washington and as Ambassador in Afghanistan, Sri Lanka and Pakistan, as well as different diplomatic capacities in Mexico, Chile, Tokyo and Vienna. In 1991, he was appointed Foreign Secretary of the Foreign Office. In 1994, Mr Dixit retired from the Indian Foreign Service.
Professor Ernst Frankel
Professor of Ocean Systems, Massachusetts Insitute of Technology
Professor Ernst G. Frankel is currently Professor of Ocean Systems at the Massachusetts Institute of Technology (MIT). He has held that position since 1968. He is also Senior Advisor to the International Maritime Organisation (IMO) and Advisor to the United Nations Conference on Trade and Development (UNCTAD). He holds directorships in several companies including Neptune Orient Lines Ltd (NOL).
Mr Dirk Goedhart
Former Managing Director, Philips International B.V.
Mr Goedhart is the former Managing Director of Corporate Forwarding, Philips International B.V., which is in charge of all international goods flows and customs issues worldwide. He held this position since 1985 and has since retired on 1 Aug this year. Mr Goedhart is also non-executive President Director of Bossche Container Terminal and Chairman of the Cargo Co-ordinating Forum at the International Chamber of Commerce in Paris. He was appointed as a Board Member of Neptune Orient Lines Ltd (NOL) in the first half of 1997.
Mr Roy E Hearrean
Commissioner, Board of Harbour Commissioners, Port of Long Beach
Mr Hearrean was named to the Board of Harbor Commissioners in July 1991. He was instrumental in the development of the International Trade Council, a committee composed of representatives from trade associations throughout Long Beach, whose mission is to promote international trade and export development in southern California.
Mr Toshiaki Ikezawa
President, Yokohama Port Development Public Corporation
Mr Ikezawa is currently the President of the Yokohama Port Development Public Corporation (YPDC) and the Yokohama Port International Cargo Centre Company (Y-CC). He has been the President of YPDC and Y-CC since 1983 and 1992, respectively. The Y-CC was set up in 1992 by the City of Yokohama to enhance the capacity of logistics facilities in the Port of Yokohama and spearhead its development into an "International Port City" in the 21st Century. Y-CC is Japan's largest state-of-the-art comprehensive logistics facility, with an annual cargo handling capacity of 4.25 million tons.
Mr Lee Youn Jae
President, Heung-A Shipping Co Ltd
Mr Lee became President of Heung-A Shipping Co. Ltd. in 1970. Since becoming President, he has also held various other posts including Chairman of Dong-Bo Shipping Co. Ltd. (1984-Present) and Vice-Chairman of the Korea Shipowners' Association (1994-Present). Mr Lee was the Chairman of the Korea Nearsea Freight Conference (KNFC) between 1993-1996.
Mr Satya N Nandan
Secretary-General, International Seabed Authority
Mr Nandan was elected as the first Secretary-General of the International Seabed Authority on 21 March 1996. He was Fiji's representative to the United Nations (1970-76 and 1993-95), and had served as Ambassador to the European Union, Belgium, France, Italy, Luxembourg and the Netherlands. He also served as Under-Secretary-General of the United Nations and as the Special Representative of the Secretary-General for the Law of the Sea from 1983 to 1992.
Mr Nils-Gustaf Palmgren
Chairman, UK P & I Club
Mr Palmgren worked as an Assistant Lawyer at Effoa - Finland Steamship Company Ltd in 1961. Within the company, he had held various appointments including Manager of Legal Department and Deputy Managing Director. In 1987, he was appointed Managing Director of Neptun Maritime (Finland) Co. Ltd and Managing Director of Neptun Juridica Co. Ltd in 1991. Mr Palmgren has been a Board member of the U.K. P&I Club since 1983. He was the Vice Chairman of the U.K. P&I Club from 1992 - 1995, and the Chairman from 1995.
Mr Willem Scholten
Chairman, Management Board,
Rotterdam Municipal Port Management
Mr Scholten's career centred on port management, the offshore and salvage sector. In 1980, he joined the Rotterdam Municipal Port Management (RMPM) as its Deputy Managing Director. In 1982, he returned to Smit International to take up the appointment of Managing Director of a salvage company, Smit Tak. He was on the Board of Smit International Holding from 1985 to 1990. In 1990, Mr Scholten returned to the Rotterdam Municipal Port Management as its Executive-Director. In 1992, he was appointed as Chairman of the Rotterdam Municipal Port Management and is currently holding that position.
Dr Helmut Sohmen
Chairman, World Wide Shipping Agency
Dr Sohmen is Chairman and President of the World Wide Shipping Group Ltd. He is also Chairman of N & T Argonaut AB. Apart from holding other corporate positions in shipping and insurance companies, and in several foundations, Dr Sohmen is Deputy Chairman of the Hong Kong and Shanghai Banking Corporation in Hong Kong, and a Director of HSBC Holdings PLC in London. He is also Honorary President of the Baltic and International Maritime Council (BIMCO) in Copenhagen. From May 1998, he has been the International Chairman of the Pacific Basin Economic Council (PBEC) based in Honolulu. In the 1980s Dr Sohmen served as a member of the Hong Kong Legislative Council. He was involved in the planning for Hong Kong's autonomous shipping register.
