Applicable to: Shipowners, managers and holders of certificates of competency issued by foreign administrations, the requirements for seafarers serving on Singapore ships at management-level to have an appropriate knowledge of Singapore's maritime legislation.
Under regulation I/10 of STCW95, officers holding certificates of competency issued by foreign maritime administrations, seeking employment or employed onboard Singapore registered ships as masters, chief mates, chief engineer officers or second engineer officers (management-level) must have an appropriate knowledge of Singapore's maritime legislation relevant to the functions they are permitted to perform onboard.
Holders of certificates issued by foreign maritime administrations under the provisions of regulations II/2, III/2 or III/3, or issued under VII/1 at the management level, as defined in the STCW Code, are required to show evidence that they are familiar with the relevant maritime legislation when applying for a certificate of endorsement (recognition) to serve on Singapore ships. The Annex to this circular contains a list of regulations and other information that are considered as required reading for these seafarers.
Owners and ship managers are to bring this circular to the attention of holders of foreign certificates to be employed on Singapore ships. They should also make suitable arrangements to brief their officers on Singapore's maritime legislation before applying for the certificate of endorsement (recognition) and posting them onboard Singapore ships.
