Using anchorages to carry out Hot-Work repair onboard vessels

A vessel requiring Hot-Work repair in anchorages must have the necessary approval and permit from MPA.

Owners, masters or agents of vessels that require Hot-Work repair in anchorages are required to:

  • Request for Hot-Work approval by MESD (Marine Environment & Safety Department).
  • Apply for Hot-Work permit at the MPA One-Stop-Document Centre (OSDC).

Request for Hot-Work approval by MESD

The following information should be provided in the request for Hot-Work approval from MESD:

  • Information on any damage to the vessel, and any repair recommended by the Class Surveyor. Provide the Class certificate and the recommendations by Class.
  • GA Plans or Shell expansion plans with the repair areas clearly indicated.
  • Working duration required.
  • Draft, air draft of vessel in relation to the waterline; or the distance of opening or shell plate repair in relation to the waterline.
  • Has owner / principal sought the shipyards’ option for the repair? Provide proof that the shipyards were unable to accept vessel for such operation.
  • Particulars of the undertaking contractor, step-by-step methodology for the repair, the risk assessment and craft involved for the operation.

  • Cargo onboard / any DG onboard / last cargo carried.
  • (For tankers only) The vessel condition (inerted/ gasfreed). Any slops onboard?

This information should be emailed to pms@mpa.gov.sg for Hot-Work approval from MESD. This should be done at least three working days before the application of Hot-Work permit at OSDC.

Applying for Hot-Work permit at OSDC

Print the email approval given by MESD (see previous section) and bring it together with the other required documents and application form to OSDC for the application of Hot-Work permit.
