CHARGES FOR MARINE SERVICES

 

1.1

COMPOSITE PORT DUES FOR VESSELS IN PORT

 

 

(a)

Vessels belonging to the Government of Singapore are exempted from port dues.

 

(b)

Vessel loading or discharging cargo or embarking or disembarking passengers or other afloat activities other than taking ship's supplies, changing members of crew and taking bunkers:

A 50% one time reduction in rates shall be granted under this item for the maiden voyage call of vessels of 75 GT or more.

If a passenger vessel of 300 GT or more makes 6 or more calls at any PSA terminal, or the Singapore Cruise Centre, under the same agency in respect of the vessel which operates in Singapore within a period of 6 months from the month in which the first call is made, a rebate of 20% of the port dues payable in respect of the vessel under items 1.1(b) and 1.1(c) is to be granted for all such calls made by the vessel within that 6-month period.

The above rates shall apply only if the vessel does not have any activities under 1(b) during its stay in Singapore.

 

 

Vessel of 20,000 GT and above taking bunkers at the special anchorage designated for bunkering shall pay a reduced rate of $1.00 per 100 GT or part thereof if vessel stays in port for 24 hours or less. If the stay exceeds 24 hours, item 1.1d(i) and 1.1(c) shall apply instead.

Vessel of not less than 20,000 GT occupying a specified anchorage for taking ship's supplies (other than bunkers or water) or changing members of crew shall pay a reduced rate of $1.00 per 100 GT or part thereof if vessel stays in port for 8 hours or less. If the stay exceeds 8 hours, item 1.1d(i) and 1.1(c) shall apply instead.

(e)

Salvage tugs and barges moored at specified anchorages and private yards shall pay concessionary port dues under item 1.1d(ii) above.

Annual Dues

Vessels may opt to pay annual dues as follows:

 

 

 (i)

Per vessel below 75 GT and per visiting yacht of all sizes .............

Per vessel of 75 GT or more .......................................................

Vessels of 75 GT or more which have paid annual dues and subsequently staying over 120 hours per call will have to pay additional charges of $3 per 100 GT or part thereof per 24 hours or part thereof up to a maximum of 240 hours. Thereafter, item 1.1(c) shall apply. This does not include the period when the vessel is at the shipyard.

 

 

If the owner or master of a vessel opts to pay annual dues for a period of twelve months, such owner or master of a vessel shall pay the port dues in advance, that is, prior to the arrival of the vessel or within 7 days of the vessel's arrival including the day of her arrival. All annual dues paid shall commence from the first of the month in which payment is made. No refund shall be made of any annual dues paid.

Note: For the purpose of calculating the duration of stay of vessels under 1.1(b), (c), (d) and (e) above, the time of arrival of vessels shall be rounded up to the nearest hour, e.g. 0705 hours will be taken as 0800 hours.

 

 

(g)

Where a vessel is arrested under the provision of any written law, the port dues payable are as follows:

 

 

 (i)

for the first 720 hours that the vessel is in the port

the rates applicable to the vessel under 1.1(b), (c ), (d), (e) and (f) as the case may be; and

 

 

 (ii)

for any period after the first period of 720 hours

$10 per 100GT or part thereof for each period of 24 hours or part thereof or the rate applicable to the vessel at the time of the arrest under 1.1(b), (c ), (d), (e) and (f) as the case may be,

 

 

 

 

whichever rate is the higher.

 

Where a vessel under arrest is released from arrest, the port dues payable after the vessel is released from arrest shall be at the rates set out in 1.1 (b), (c), (d), (e) and (f) as the case may be, as if it had never been under arrest.

1.3

COMPOSITE PORT DUES FOR HARBOUR/PLEASURE CRAFT

 

 

Port dues payable for a harbour craft or a pleasure craft shall be paid annually in advance at the time the licence for the harbour craft or pleasure craft is issued or renewed. All issues or renewals of harbour/pleasure craft licences shall commence from the first of the month of such issues/renewals. No refund shall be made of any port dues paid except if the Authority is satisfied that a harbour craft or pleasure craft has been scrapped during the period for which port dues were paid under paragraph 1.3, in which event MPA shall refund the port dues paid in respect of all complete months of the unexpired period.

 

The owner, agent or master of a pleasure craft shall pay port dues at the following rates:

but -

 

 

 

 

(i)

a charge of $20 per 10GT or part thereof shall be levied on any harbour craft (except a harbour craft used for land reclamation work in Singapore) operating as a sea-going vessel on every occasion the craft leaves the port limits; and

 

 

 

 

 

(ii)

where a harbour craft used as a bunker barge or tanker is not more than 5 years old, a 50% rebate of the port dues payable is to be given if the owner, agent or master of the harbour craft complies with such conditions as the Authority may impose.

 

 

 

In addition to the port dues payable under item 1.3(h), where a harbour craft used as a bunker tanker is more than 16 years old, the owner, agent or master of the harbour craft shall pay additional port dues at the rate of 15% of the port dues payable under item 1.3(h) per year or part thereof for each year or part thereof that the harbour craft exceeds 16 years of age.

Composite port dues under paragraph 1.1 shall be chargeable upon the expiring of the craft's licence.

In the event of craft being laid up on land, such dues shall be payable till the date the owner/agent informs MPA in writing of the laid-up status.
