Achieving a dynamic and sustainable maritime cluster within Singapore requires strong research and development (R&D) linkages between tertiary and research institutions (TRIs) and the maritime industry itself.
A two-way flow of ideas and information would be required in the development of innovations resulting in new products and services relevant to the maritime industry. This framework will contribute towards developing Singapore into a centre of excellence for maritime R&D, building up the maritime technology cluster and developing Singapore as a comprehensive International Maritime Centre (IMC).
The maritime R&D framework is developed around a value chain that involves the following four areas:
To implement the schemes and programmes under this framework, the Maritime and Port Authority of Singapore (MPA) has established a S$100 million MINT Fund.
It is important that the maritime R&D framework includes an awareness and acknowledgement of the make-up and needs of the maritime industry within the Singapore Maritime Cluster (SMC) and keeps in mind a cluster approach when undertaking maritime R&D.
Port, Shipping and Offshore & Marine Engineering (OME) have been identified as the three main sub-sectors within the SMC that stand out as major contributors to the maritime industry. Providing services to these three main sub-clusters is Maritime Services, which also services the entire SMC.

To chart the future course of maritime technology and R&D efforts, the Third Maritime R&D Advisory Panel (3MRDAP) was set up in 2007 under the chairmanship of Mr Sven Ullring, who is also chairman of the Fridtjof Nansen Institute.
Comprising leading maritime experts and industry captains, the 3MRDAP has recommended transforming Singapore from not just a maritime cluster, but also into a global maritime knowledge hub, focusing research on areas such as clean energy and environment, port operations technology and maritime telecommunications technology.
Besides mapping the future vision for maritime technology and R&D, the panel continues to play an instrumental role in identifying significant maritime R&D programmes for Singapore.
