Oil Rig / Submersible Vessel / Heavy Lift Operations

Following operations are required to seek approval from Operations and Planning Department (OPD):

  1. Oil rig / Jack up rig operations in port consists the following:
    • New building and associated works
    • Repair Works in port
    • Transit / stop over for general purpose and crew change
  2. Submersible vessel operations include load on and load off operation of Jack-up rig onto a heavy lift carrier vessel at an anchorage
  3. Operations involving lifting of Heavy lift equipment

Submission of draft Standard Operating Procedures

In your submission, you should include the draft Standard Operating Procedures (SOP) and any other relevant document related to the operation at E-mail pms@mpa.gov.sg. The information should include but not limited to the following details, where applicable;

  1. Introduction – Scope of work
  2. Oil rig / Submersible vessel / Heavy Lift’s particulars
  3. Work schedule
  4. Safety procedures
  5. Communications and contact persons
  6. Comply with Port Marine Circular No. 4 of 2009 – Reporting procedures for vessels maneuvering in port
  7. Comply with Port Marine Circular No. 27 of 1998 – Safety of Air Navigation
  8. Comply with Port Marine Circular No. 3 of 2013 - Safe Navigation in the Port of Singapore;
