Safety Investigation

As both a flag and coastal State, Singapore is obliged to investigate any marine incident involving a Singapore ship that took place anywhere in the world1 or any marine incident occurring in Singapore’s territorial waters.

The mandatory IMO Casualty Investigation Code came into force in January 2010. This Code explicitly provided that any investigation carried out under this Code is a safety investigation conducted with the objective of preventing recurrence and ‘should be separate from, and independent of, any other form of investigation…including investigations for action in civil, criminal and administrative proceedings’.
