Green Port Programme

The Green Port Programme (GPP) was announced under the Maritime Singapore Green Initiative to encourage ocean-going vessels calling at the Port of Singapore to reduce the emission of pollutants.  Under the Green Port Programme, 15% concession in port dues will be granted to ocean-going vessels that use type-approved abatement/scrubber technology1 or clean fuels2 during the entire port stay (of 5 days or less) within the Singapore Port Limits (from the point of entry into Singapore Port Limits till the point of exit).  Participation in the Green Port Programme is on a voluntary basis. 

The Green Port Programme will commence on 1 Jul 2011 and will be valid for 5 years until 30 Jun 2016.


1 The abatement/scrubber technology should be type-approved in accordance with IMO guidelines for reducing sulphur oxides (SOx) emission.

2 For the purpose of the Green Port Programme, clean fuels are defined as fuels with sulphur content of less than 1% m/m.



 

To participate in the Green Port Programme, owners/charterers should perform ALL of the following:

A) REGISTER OWNED/CHARTERED VESSELS UNDER THE Green PORT PROGRAMME FLEET
A one-time registration via Marinet is required for all vessels. Please refer to Annex A for the step-by-step guide.     
During registration, owners/charterers should declare either:
i) The use of type-approved abatement/scrubber technology that reduces sulphur oxide emission; or
ii) The use of clean fuels (sulphur content of <1%);

Vessels that use type-approved abatement/scrubber technology are required to submit the relevant certification and documents when registering. 

B) DECLARE FOR EVERY PORT CALL 
Prior to arrival into Singapore port limits for every port call, the master, owner or agent must declare the use of type-approved abatement/scrubber technology or the use of clean fuels in order to be eligible for the concession. Such declaration should be made through the latest version of ePANS (Electronic Pre-Arrival Notification of Security) in Annex B or manual NOA (Notification of Arrival). Please note that the 15% concession in port dues will not be given to vessels that fail to:
i) Register the vessel under the Green Port Programme Fleet as stated in 4(A) ; OR
ii) Declare the use of type-approved abatement/scrubber technology or clean fuels prior to its arrival into Singapore port limits using the latest ePANs or manual NOA.

C) MAINTAIN RELEVANT RECORDS
 i) The use of type-approved abatement/scrubber technology that reduces sulphur oxide emission.
Vessels should keep records showing the use of type-approved abatement/scrubber technology within Singapore port limits. These records should be maintained for a period of one year from the time of declaration.  
ii) The use of clean fuels (sulphur content of <1%);
Please refer to Annex C for a sample record with the information required to be maintained for every port call during which clean fuel was used. Records used by Green Port Programme-registered vessels in other countries may be accepted if all the information required by MPA is captured. Vessels should maintain the information for a period of one year from the time of declaration.

 

Participants in the Green Port Programme should note the following terms and conditions:

i) The Green Port Programme is only valid for ocean-going vessels.  This concession is not applicable to harbour crafts. 
ii) Vessels under the annual port dues scheme may participate and enjoy the 15% concession provided the vessel uses type-approved abatement/scrubber technology or clean fuels for every call to Singapore. In the event of non-compliance for any call, the entire 15% concession in annual port dues will be withdrawn and the owner/agent will be required to refund the concession.
iii) Vessels using type-approved abatement/scrubber technology should maintain the use throughout the port stay (from point of entry into Singapore Port Limits till point of exit) to qualify for the concession. Supporting documents should be kept for a period of one year from the time of declaration and made available to MPA upon request. 
iv) Vessels using clean fuel should initiate the switch to clean fuels for the main engine and auxiliary engine before entering Singapore Port Limits.  The use of clean fuels should be maintained throughout the port stay to qualify for the concession.  The switch over from clean fuels should only be initiated after leaving Singapore Port Limits. Vessels should maintain the information listed in Annex C for one year from the date of declaration.  Copies of supporting documents such as the daily consumption record and engine records shall be made available to Maritime and Port Authority of Singapore upon request.
v) Green Port Programme concession is only applicable to port calls of 5 days or less, for all purposes of calls.  Port calls exceeding 5 days will not be granted the Green Port Programme concession. The Green Port Programme concession is valid in addition to any other concessions enjoyed by the vessels.
