Applicable to:This circular should be brought to the attention of owners, managers, masters and holders of Singapore Certificate of Competency.

  1. We have received some inquiries from ship managers concerning the functions, levels and limitations of Certificate of Competency (CoC) issued by the Maritime and Port Authority of Singapore (MPA) when they apply for a Certificate of Endorsement/ Recognition (CoE/CoR) under Regulation I/10.

  2. Currently, Singapore does not issue alternative CoCs under Regulation VII of STCW 95. Singapore-issued CoCs indicate the capacity(using the terms defined in Regulation I/1) and hence it is not necessary to state the functions, levels and limitations as per section A-I/2 of the STCW Code. To assist shipowners, managers and masters of vessels deploying officers holding Singapore-issued CoCs, the functions, levels and limitations in accordance with section A-I/2 of the STCW Code for the CoCs issued by the MPA are listed asAnnex.

  3. Shipowners, operators and masters are requested to note the functions, levels and limitations of the CoCs issued by the MPA.
