What is the Maritime Singapore Master Plan ("MSMP")?

As announced at the Committee of Supply debates in March 2026, MPA and MOT are co-creating the Maritime Singapore Master Plan with industry partners and the public. Targeted for release in 2027, the MSMP is an industry-wide blueprint to chart the next bound of Maritime Singapore's development. 

Global trade and shipping are facing growing uncertainty while the maritime industry is transforming rapidly through digitalisation and sustainability efforts. Against this backdrop, the Master Plan seeks to provide clarity for business planning, investment and skills development.

The MSMP will outline strategies and plans to:

  1. Strengthen Singapore's competitiveness as a key node and hub port;
  2. Enhance Singapore’s attractiveness as an International Maritime Centre;
  3. Establish Singapore as a global leader in maritime innovation, including in Artificial Intelligence; and
  4. Develop a future-ready maritime workforce.

Get Involved in Two Ways

There are two ways to get involved! Both activities are open until 30 September 2026, 11:59 PM.

a. Share your insights in the MSMP Survey, and stand a chance to win a $50 e-voucher! 20 winners will be picked via a lucky draw. Only completed survey submissions will be considered*.

b. Show us your creativity by using AI to create an image of what you think Maritime Singapore may look like in 2050! Top prize: $300 e-voucher; 2nd prize: $200 e-voucher, 3rd prize: $150 e-voucher*

Entries will be judged on the following criteria:

(i) Creativity and originality
The novelty of the idea, concept, or visual approach.

(ii) Relevance to theme
How clearly and effectively the image reflects the contest theme.

(iii) Aesthetic appeal
The strength of the image’s immediate appeal and ability to hold attention.

(iv) Storytelling and explanation
The clarity and strength of the participant’s description of their process and theme connection.
