LNG Bunker Supplier Licence Application

  1. On 14 Jan 2026, the Maritime and Port Authority of Singapore (MPA) has opened applications for additional licences to supply liquefied natural gas (LNG) as a marine fuel in the Port of Singapore. 

  2. The licence application is open to both existing LNG licensees and new entrants. This call follows the recent updates to the Singapore LNG bunkering licensing framework and standards, which now include the provision of sea-based LNG reloading and the supply of liquefied bio-methane and e-methane in the Port of Singapore.

Key Licensing Requirements

  1. Licensees are required to implement end-to-end LNG bunkering supply arrangements, which include securing LNG supply, demand planning, cargo transfers operations, storage and safe handling of LNG, as well as the sale, supply and delivery of LNG fuel to vessels in Singapore. 

  2. Licensees are required to own or charter at least one LNG bunker vessel (LBV) for the entire licence period. The LBV must be registered with the Singapore Registry of Ships and comply with MPA’s Standards for Port Limit LNG Bunker Vessels[1].

  3. To support international shipping’s decarbonisation efforts, applicants are required to submit a proposal detailing their technical readiness to supply LNG fuels with lower lifecycle greenhouse gas emissions, such as liquefied bio-methane and e-methane. The proposal should also cover intended supply pathways and sourcing arrangements.

  4. Applicants are also required to outline measures to monitor and mitigate methane slip from LNG bunker vessels. This should include vessel design features, operational practices, and monitoring or reporting approaches. The measures will be assessed as part of the licence evaluation process. 

  5. Companies interested in supplying LNG as a marine fuel to vessels in Singapore can refer to MPA's website[2] for more information. MPA will also be conducting industry briefings on the licensing requirements. Applications must be submitted to MPA at greenport@mpa.gov.sg by 27 March 2026.

Biomethane Matching Session

  1. Background: As the maritime industry accelerates its transition towards decarbonisation, biomethane presents a promising alternative fuel pathway for shipping.

  2. Objective: MPA is keen to (1) explore opportunities to undertake pilot trials in Singapore to better understand carbon accounting and traceability requirements for biomethane and (2) catalyse the offtake of low carbon fuels such as biomethane.

  3. To facilitate these, MPA is organising a biomethane matching session featuring one-on-one matching meetings between interested maritime offtakers and prospective international and regional biomethane suppliers to facilitate the discovery of partnerships between value chain partners.

  4. This session would be relevant for: (1) Decision makers such as the Head of Departments of maritime offtakers, and (2) Traders, Producers and LNG RFP applicants who are responsible for procuring and supplying biomethane.

  5. Venue, date and time: The biomethane matching session will be held on 3 March 2026 (Tue), 9am, at MPA office, 460 Alexandra Road, Singapore 119963, Level 18.
