LNG Bunkering

Overview

Singapore is the world’s major bunkering port. As part of Singapore’s preparation for a multi-fuel bunkering future, the Maritime and Port Authority of Singapore (“MPA”) has been working closely with the industry to ensure that the LNG bunkering landscape in Singapore is able to support both current and future needs of the shipping industry.

LNG Bunker Supplier Licences

Currently there are 3 LNG bunker supplier licensees: FUELNG Pte Ltd, Pavilion Gas Pte Ltd and TotalEnergies Marine Fuels Pte Ltd. On 14 Jan 2026, MPA has opened applications for additional licenses to supply LNG as marine fuel and launched the Standards for Port Limit LNG Bunker Vessels.

Craft Dues concession for LNG-fuelled Harbour Craft in the Port of Singapore

Under the revised MSGI, the port dues concessions for newbuild harbour craft under the Green Port Programme (GPP) is subsumed under the new Green Craft Programme (GCP), which encourages the early adoption of zero-emission fuel and technologies, as well as zero- and low-carbon fuels for newbuild harbour craft, which includes LNG.

All LNG-fuelled harbour crafts that are currently registered under the 5-year waiver of craft port dues for low or zero carbon-fuelled and fully electric MPA licensed harbour craft under the GPP will continue to enjoy the waiver of craft port dues until the end of 5-year validity period, or until 31 December 2027, whichever is earlier, provided that the LNG-fuelled harbour craft meets the specified requirements. For newbuild LNG-fuelled harbour crafts registered under the GCP from 1 January 2025 until 31 December 2027, MPA will provide up to 30% port dues concession. Launched officially on 28 Apr 2017 during the Singapore Maritime Week 2017, the Technical Reference (TR) 56 provides a reliable and transparent framework for LNG bunkering operations in Singapore and comprises the following:
