Applying for Anchorage Space to Conduct Hot-Work Repair
Under the MPA (Dangerous Goods, Petroleum and Explosives) Regulations 2005, permission must be sought from the Port Master before any repair involving hot works can be carried out on board a vessel in the port waters. Upon approval, a specific anchorage will be allotted to the vessel for it to conduct the repairs.

Applicants are required to do their submissions online via digitalPORT@SGTM.
Below is a brief outline and requirements of the e-application process.
- Select [Application for Anchorage Space to Carry Out Hot-Work Repairs] under e-Approval after logging into the digitalPORT@SGTM.
- Applicant will be required to provide all the necessary details as required in the online application.
- Upon successful application, the applicant will be notified through the contact detail he/she provides.
- The applicant will receive a notification of the status of their application once it is processed. The types of status are as follows:
Application successfully submitted and is pending for MPA to process
In-Principle-Approval granted but user is required to submit relevant document for endorsement
Application is not approved
Application approved and relevant document has submitted but yet to be endorsed by MPA
Application approved but endorsement failed as inaccurate document was submitted, a resubmission is required
Endorsement is successful and the application is closed
Application is withdrawn and no hot work is carried out
- Do note that for the application status "IPA Granted", the applicant is still required to submit the necessary document for endorsement to close the application unless the hot-work application is withdrawn.
- The application is considered closed once the document is correctly provided and successfully endorsed.

Emergency Hot Work Outside Office Hours
The applicants are advised to submit the application online 3 days in advance for approval prior the intended hot-work repair period. In case of emergency, the duty officer can be contacted via the below contact.

Q1: My vessel was damaged in port and requires emergency patching at the anchorage which will take more than 3 days, will permission be granted?
A1: Yes. The vessel must be certified sea-worthy before the departure. A suitable anchorage to carry out the repairs will be assigned for the damaged vessel if the repairs can be done at the anchorage.
Q2: My vessel is loaded with cargo and will be conducting hot-works in the vessel’s designated engine room workshop, do I need to write-in to MPA to seek for permission?
A2: As per ISGOTT guidelines, the engine room workshop is a designated approved work place for hot-works onboard the vessel, no prior permission is required.
Q3: My tanker’s cargo tanks are loaded with cargo and I have some hot-works on deck, will permission be granted?
A3: No. Tankers loaded with cargo will not be allowed to carry out hot-works at the anchorage.
Q4: My tanker’s cargo tanks are empty and under inert condition and I have some hot-works on deck, will permission be granted?
A4: No. Tankers with non gas freed cargo tanks will not be allowed to carry out hot-works at the anchorage.
Q5: My tanker’s cargo tanks are gas free but I have slops onboard. I have some hot-works on deck, will permission be granted?
A5: No. Tankers with slops onboard will not be allowed to carry out hot-works at the anchorage.
Q6: My oil/chemical/gas-carrier vessel is empty and under inert condition and I have some hot-works on deck, will permission be granted?
A6: No. The vessel will not be allowed to carry out hot-works at the anchorage.
Q7: My oil/chemical/gas-carrier vessel is empty and under inert condition and I have some hot-works in the designated engine room workshop, will permission be granted?
A7: Yes. The vessel will be allowed to carry out hot-works at the anchorage.
Q8: My vessel is a tanker. Can I do an anchor chain replacement at the anchorage?
A8: For the cutting of anchor chain on board a tanker, the works will be allowed if the vessel is certified gas freed. However, if the vessel is loaded with cargo or in ballast, works will be allowed provided the vessel cargo and slop tanks are under inert condition and arrangement is made for the work to be carried on a floating barge.
Q9: My vessel requires doing a shell plate cutting on the ship side, is that allowed?
A9: No. Shell plate cutting on ship’s side will not be allowed as this may lead to a hull breach.
Q10: My bulk carrier is loaded with cargo and I have some hot-works, will permission be granted?
A10: Hot-works on board bulk carriers laden with cargo will be subjected to the kind of cargo on board the vessel. If the vessel is carrying flammable cargo (e.g. sulphur), hot-works will not be allowed.
Q11: I have DG containers on board and I have some hot-works on deck, will permission be granted?
A11: No. The vessel will not be allowed to carry out hot-works at the anchorage.
Q12: My vessel is currently anchored in Western Petroleum Anchorage, will I be granted permission to stay at the same location for my hot works?
A12: No. With the exception of the designated hot-work area (i.e. engine room workshop), a suitable anchorage will be assigned to the vessel for the purpose of hot-works.
Q13: Why am I able to get permission to do hot-works for certain vessel but I would need to gas free or no permission granted for other type of vessel?
A13: Assessment for the suitability to assign an anchorage for hot-works is dependent on the vessel type and the cargo it last carried. Subjected to the scope of the works to be done, vessels that had last carried FLAMMABLE CARGO may be required to be certified gas free before any hot-works can commerce. Refer to the table below.
