Special Marine Works and Operations in Port

Vessel owners, agents and or masters are required to obtain approval or no objections from the Operations Planning and Pilotage Department (OPP) before conducting any special marine works or operations within the port.

Special Marine Works

1. Semi-submersible and jack-up rig operations in port, including intra-port movements, Load-on/load-off operations onto heavy lift vessels in designated anchorages, port transit for stores and crew change, general purposes, and minor repair work in anchorages.
2. Floating Production Storage and Offloading (FPSO) operations in port, including intra-port movements, port transit for stores and crew change, general purposes, and minor works in anchorages prior to shipyard entry etc.
3. Crane barge lift-and-go operations within Port.
4. Arrival, shifting, and departure of cumbersome tows in port.
5. Special operations in the anchorages, such as Dynamic Positioning Test (DP Test), Survey Works, Diving Works, Sea Trials for craft below 500 GT etc.

Submission of Work Methodology Statement (WMS) for the Special Marine Works

When submitting the WMS to OPP, agent should include the Work Methodology Statement (WMS) and other relevant documents related to the operations on the company letterhead. The information should include but not be limited to the following details (where applicable):

1. Introduction – Briefly describe the scope of work.
2. Operations dates.
3. The particulars of the vessels(s) (including pictures) – Gross Tonnage, height, draft, Length overall
4. Anchorage area as allocated by MPA.
5. Detailed chronological timeline/work schedule, including pilot and tug arrangements.
6. List of Harbour Craft with a Harbour Craft License.
7. Planned safety measures for the operations.
8. Communication plan and contact numbers of the person in charge of the operations.
