Maritime Singapore Green Initiative

The Maritime Singapore Green Initiative seeks to reduce the environmental impact of shipping and related activities and to promote clean and green shipping in Singapore. In 2011, the Maritime and Port Authority of Singapore (MPA) pledged to invest up to S$100 million over 5 years in the Maritime Singapore Green Initiative.

In 2019, the Initiative was further extended till 31 December 2024 and enhanced to promote decarbonisation of shipping. It is a comprehensive initiative comprising four programmes:

  • Green Ship Programme
  • Green Port Programme
  • Green Energy and Technology Programme
  • Green Awareness Programme

These are voluntary programmes designed to recognise and provide incentives to companies that adopt clean and green shipping practices over and above the minimum required by International Maritime Organization (IMO) Conventions. The initiative underscores Singapore's commitment as a responsible flag and port state to clean and green shipping.


Green Ship Programme
  • The GSP was further reviewed in 1 May 2022 and provides incentives to Singapore flagged-ships that voluntarily adopt solutions that enable ships to exceed environmental regulatory standards set by the IMO.
  • From 1 May 2022 until 31 December 2024, MPA will provide up to 100% reduction to initial registration fees and 100% rebates to annual tonnage taxes for Singapore-flagged ships which:
    • Exceed IMO’s MARPOL Annex VI Phase 3 EEDI requirements by 10% or more;
    • Adopt engine capable of using low-carbon fuels with CF (conversion factor between fuel consumption and CO2 emission)2 equivalent to or lower than LNG (i.e. (bio)-LNG, (bio)-methanol, (bio)-ethanol); or
    • Adopt engine capable of using zero-carbon fuels (e.g. ammonia, hydrogen).
Green Port Programme
  • The GPP was further reviewed in 1 May 2022 and provides incentives to encourage environmental sustainability amongst ocean-going vessels calling at the Port of Singapore and MPA licensed harbour craft.
  • From 1 May 2022 until 31 December 2024, MPA will provide up to 30% port dues reduction for vessels calling the Port of Singapore that meet the criteria listed below:
    • EEDI reduction exceeds the IMO Phase 3 EEDI requirement by 10% or more;
    • Use of low or zero carbon fuel in the Port of SingaporePlease refer to the Port Marine Circular No. 10 of 2022 for more information on the GPP.
Green Energy and Technology Programme
  • The Green Energy & Technology Programme aims to encourage Singapore-based maritime companies to develop / conduct pilot trials for green technologies that can help vessels meet Maritime Singapore Decarbonisation Blueprint: Working Towards 2050 targets. Ocean going vessels registered under the SRS and harbour crafts licensed to operate within the Port of Singapore are eligible to apply.
